2026 Policy Agenda

Florida Nonprofit Alliance (FNA) advocates for Florida’s nonprofit sector—a vital driver of the state’s economy and quality of life. Representing 6% of the workforce, nonprofits employ over 450,000 people and generate more than $116 billion annually. FNA strengthens the sector through research, policy leadership, and collaboration, ensuring nonprofits have the tools and voice to advance their missions and serve communities statewide. 

Each year, FNA's Board sets a policy agenda of the advocacy priorities most relevant to the elevation and protection of the sector.  Throughout the year, FNA monitors government activity and will add to this agenda as appropriate as a response to issues we could not have anticipated.

Our current policy priorities are to:

Support and Advance the Right of Nonprofits

  1. Preserve and Maintain the Right to Advocate
    FNA strongly supports a nonprofit’s right to advocate. Federal law, including guidance from Congress and the Internal Revenue Service, affirms that 501(c)(3) charitable nonprofits may engage in broad advocacy and legislative lobbying within established limits.
  2. Relay the Impact of Property Tax Changes on Local Services and Nonprofits  
    Property taxes are the largest source of revenue for Florida cities and counties, funding public safety, parks, libraries, and human services—areas where nonprofits are critical partners. Property tax cuts could remove $14–18 billion annually from local budgets, threatening essential services that nonprofits and our communities rely on.
  3. Fair Tax Policy
    FNA will advocate for existing, enhanced, and new tax incentives at the federal, state, and local levels that support the missions of charitable nonprofits. FNA is committed to maintaining nonprofit sector exemptions for state and local property, sales, and use taxes.

 Support and Advance Nonprofit Civic Engagement

  1. Preserve Nonprofit Nonpartisanship
    FNA will advocate to preserve the Johnson Amendment, a longstanding provision in Section 501(c)(3) of the federal tax code. This rule ensures that charitable nonprofits, foundations, and religious organizations do not participate in or intervene in political campaigns on behalf of—or in opposition to—any candidate for public office.
  2. 2026 Elections
    FNA will help nonprofits understand what they can and cannot do regarding elections, voter registration, and candidate forums. FNA promotes civic engagement to foster dialogue, open elections, and transparent government. Nonprofits are uniquely positioned as trusted messengers and credible resources for communities that are often overlooked, underserved, and under-resourced.
  3. 2030 Census
    FNA will advocate for an accurate Census and work with local counties to ensure completion of the Local Update of Census Addresses (LUCA). An accurate count is critical, as Florida’s share of nearly $1.5 trillion in federal funding depends on Census data.
