At its most recent Board meeting in August, the Florida Nonprofit Alliance passed a resolution in support of the new Federal Office of Management and Budget's Uniform Guidance Circular for nonprofits.
At the heart of the new guidelines is the requirement that government at all levels (federal, state, and local) that use federal funds are required to reimburse nonprofits for reasonable indirect costs (sometimes called “overhead” or “administrative” costs).
